As non-Consortium member, intending registrants can validly refer to the data by purchasing a Letter of Access.
Following the signature of the agreement and upon receipt of the corresponding invoice issued by the Consortium Secretariat, the Legal entity will be invited to pay the fee as soon as possible.
The Letter of Access shall state that the Legal entity has the right to cite or to refer (right of referral) to the Dossier prepared by the Consortium in support of the registration under the REACH Regulation of the concerned substance.
The Letter of Access shall, in principle, cover any updates of the Dossier made by the Consortium.
Information available:
- Token provided by the Lead Registrant for the purpose of a joint registration
- IUCLID co-registration file (latest IUCLID version format)
- CSR Chapters 9 (Exposure assessment and related risk characterisation) & 10 (Risk characterisation related to combined exposure)
- Information necessary for additional exposure scenario according to requirements in REACH Regulation and information necessary for inclusion in the Safety Data Sheets
Zinc Metal
In the tonnage band “1000 t/y -24999 t/y”, the fee for the LoA is fixed at 13500 €. For higher tonnage bands, a multiplication will be applied to this minimal price:
If the LoA is requested for a tonnage band between “100 t/y -1000 t/y”, the fee for the LoA is fixed at 9000 € .
If the LoA is requested for a tonnage band between “10 t/y -99 t/y”, the fee for the LoA is fixed at 4500 € .
If the LoA is requested for a tonnage band below "10 t/y", the fee for the LoA is fixed at 2500€.
Zinc Compounds (general case)
In the tonnage band “100 t/y - 4999 t/y”, the fee for the LoA is fixed at 13500 € .
For higher tonnage bands, a multiplication will be applied to this minimal price:
If the LoA is requested for a tonnage band between “10 t/y -99 t/y”, the fee for the LoA is fixed at 4500 €.
If the LoA is requested for a tonnage band below "10 t/y", the fee for the LoA is fixed at 2500€.
Zinc Oxide Additional Fee
The fee for a Letter of Access for Zinc oxide will be similar to the former LOA Zn-compound. However, due to the Evaluation – Final Decision on the substance ZnO published by ECHA in July 2019, an important additional testing program has been required for that substance in 2019, 2020 and 2021. In order to finance that additional testing program, a financing plan has been developed and following additional fees will be invoiced to candidate grantees of the LoA-ZnO:
1. For the group of bulk ZnO manufacturers / importers:

Zinc Sulphide Specific Case
For ZnS, which registration was not compulsory since 2010 above 100 t/y, the LoA fee for a tonnage band between “100 t/y -1000 t/y” is fixed at 9000 €.
Due to changing requirements pertaining to REACH (on insoluble substances, no or limited read-across possible), additional studies were needed to complete the file. The amount needed to finance these additional studies were split between registrants according to tonnage, as follows:
