Letter of Access

As non-Consortium member, intending registrants can validly refer to the data by purchasing a Letter of Access.
Following the signature of the agreement and upon receipt of the corresponding invoice issued by the Consortium Secretariat, the Legal entity will be invited to pay the fee as soon as possible.  

The Letter of Access shall state that the Legal entity has the right to cite or to refer (right of referral) to the Dossier prepared by the Consortium in support of the registration under the REACH Regulation of the concerned substance. 
The Letter of Access shall, in principle, cover any updates of the Dossier made by the Consortium. 

Information available:

- Token provided by the Lead Registrant for the joint registration

- Information necessary for additional exposure scenario according to requirements in REACH Regulation and information necessary for inclusion in the Safety Data Sheets

- Full list of identified uses for the substance according to what is known by the Consortium

- Agreed Classification and Labelling 

 

Zinc metal 

Basically, in the tonnage band “1 t/y -24999 t/y”, the fee for the LoA is fixed at 13500 €. For higher tonnage bands, a multiplication will be applied to this minimal price:

  • From 25000 to 74999 t/y > x 3,33;
  • From 75000 to 199999 t/y > x 6,66;
  • Above 200000 t/y > x 8,33. 

If the LoA is requested for a tonnage band between “100 t/y -1000 t/y”, the fee for the LoA is fixed at 9000 € .  

If the LoA is requested for a tonnage band between “10 t/y -99 t/y”, the fee for the LoA is fixed at 4500 € .

If the LoA is requested for a tonnage band below "10 t/y", the fee for the LoA is fixed at 2500€.
 

Any Zinc compound, except Zinc Oxide   

Basically, in the tonnage band “1 t/y - 4999 t/y”, the fee for the LoA is fixed at 13500 € . For higher tonnage bands, a multiplication will be applied to this minimal price: 

  • From 5000 to 14999 t/y > x 1,66;
  • From 15000 to 29999 t/y > x 3,00;
  • From 30000 to 49999 t/y > x 4,00;
  • Above 50000 t/y > x 5,00. 

If the LoA is requested for a tonnage band between “100 t/y -1000 t/y”, the fee for the LoA is fixed at 9000 € . This provision only applies to ZnS, which registration was not compulsory in 2010 above 100 t/y.  

If the LoA is requested for a tonnage band between “10 t/y -99 t/y”, the fee for the LoA is fixed at 4500 €.

If the LoA is requested for a tonnage band below "10 t/y", the fee for the LoA is fixed at 2500€.

 

Zinc Oxide

The fee for a LoA – Zinc oxide will basically be similar to the former LOA Zn-compound . However, due to the Evaluation – Final Decision on the substance ZnO published by ECHA in July 2019, an important additional testing program has been required for that substance in 2019, 2020 and 2021. In order to finance that additional testing program, a financing plan has been developed  and following additional fees will be invoiced to candidate grantees of the LoA-ZnO:

1. For the group of bulk ZnO  manufacturers / importers:

2. For the group of  ZnO Nano-grade manufacturers/importers:

Tonnages are split, companies will be invoiced for their bulk- and / or nano- tonnages separately

The fee for the LoA is fixed at 9000 € for >1000 t/y and 4500 € for < 1000 t/y.
